Has anyone ever tried a USB 3DS charger. Do they work?

What are you trying to accomplish? I will warn you that they do make USB cables that have the same connector on both ends. Since it's possible to connect two computers together with these some people try however it will not work and can damage both computers.

I find it odd that I don't hear about this from other people. It happens about once a week for me. It looks like a hardware issue to me.

How much have you done to troubleshoot this already? Here are a couple ideas. Have you tried deleting the wireless settings and starting over? Also, how about a different network? Have you tried powering off and back on again?

Yeah. My problem doesn't happen very often either, but it's not just thinking it's closed. The symptoms point to it having essentially "frozen" in sleep mode. Closing the lid and re-opening doesn't fix it. Another interesting point is that at this time the wireless toggle switch doesn't work either.

When opening my 3DS from sleep mode the screens will sometimes both be black. I then will have to hold down the power button and turn off the system. Once I turn it back on again it works fine.

It's not a power problem, because the system does it even when it's remained plugged in.

The Nintendo Zone is just a special wireless hotspot where you can connect to the Internet on your 3DS without any configuration. They also offer some promotional content through the Nintendo Zone app. StreetPass only requires proximity to another 3DS; it doesn't require an Internet connection to be configured nor does it require you to be in a Nintendo Zone. Tip: I'm fairly sure that using the wireless functionality of your 3DS for Internet access will inhibit your ability to obtain a StreetPass at the same time. In other words, I believe you're more likely to get a StreetPass if the system is in sleep mode at the time.

Does the 3DS operate correctly without the game in question? It's possible that you introduced water into the 3DS when you put the wet cartridge in or that water in the cartridge caused a short. Whenever things electronic get wet you want to make sure that you remove electricity from the equation until you're sure it's dry.

The battery is considered a user replaceable part on a Nintendo 3DS. If you've noticed a decline in runtime you may want to purchase a replacement internal battery. The external charging case is a workaround not an actual repair.
