So I got a streetpass today and opened my 3DS to check it out. The problem is I got the notifications for Mario Kart 7 and Super Mario 3D Land, but not for the Streetpass Mii Plaza. This doesn't make sense to me, if someone has streetpass activated don't they have to have streetpass on Streetpass Mii Plaza activated?

This is correct; one must have both activated.
However, the system chooses whether to receive either the Mii for the Mii Plaza or the tag for the game. For example, if someone has MK7 in their system and Streetpass is activated for that title, you will get the tag for MK7, but not for the Mii Plaza. If they do not have a game set to broadcast tags, then you will get a normal tag for the Mii Plaza.

Ok, I KNOW that's wrong. See, I'm part of a Streetpass group and every event, from every person, I get a tag for streetpass mii plaza AND various other games at the same time.
Though I agree with your first point. So how could they have succeeded in tagging me with Mk7 and SM3DL without tagging me with streetpass mii plaza?

Yesterday I got 3 tags for MK7, 1 tag for SM3DL, and 2 tags for Resident Evil: Revelations, but only one tag for the Mii Plaza. Sometimes I will get the same Mii for SM3DL and Mii Plaza, but it is almost always turns out that I get separate tags.

This is actually something I have wondered about often. The system must be choosing between the Mii Plaza and the game somehow, if only randomly. I will ask around and see what others think about this and then repost.
It hasn't ever happened to me before. I've always gotten, for each person I streetpass, a tag for the plaza and a tag for any given game the person may have. But this is interesting, I checked the Streetpass management part of the system settings and it turns out that one can deactivate streetpass for streetpass mii plaza, but nothing else if they so choose!

No, they still have it activated. That's what makes it so odd.
Today, I asked some of my Streetpass friends and two of them said that they had never gotten a tag for a game without the Mii also going to the Mii Plaza. One, however, did say that this had happened to him once with Resident Evil: Revelations, but it has not happened to him any more than that. Today, I got 7 tags for MK7, 1 for RE:R, 1 for SM3DL, but only 7 Miis for the Mii Plaza.
Well today, I got a tag from the same person, that I only had tagged with MK7 and SM3DL before, and got a tag for SM3DL and Streetpass Mii Plaza. So it seemed to just be a fluke. However, I have not gotten a message back from Nintendo regarding the email I sent them about this subject, so maybe it's something else (not staying within range long enough?).

If this keeps happening to you, there might be something wrong. You should probably call Nintendo if this is the case...
Although, those tags for the games could have been from the same people (someone could have tagged with SM3DL and Mii Plaza)...
Finally, I got the answer to my email that I sent to Nintendo. Here's what they had to say:
"Thanks for contacting us. After looking into this further, the only thing I can suggest at this point is to check how many StreetPass Mii Plaza tags are pending. You can have only ten StreetPass Mii Plaza tags pending, so it may be that your Mii Plaza queue is full whenever this happens."
So that's that. I guess that kinda answers the question.
