Nintendo eShop in the Philippines?

Hi everyone, new 3DS XL owner with some questions. Hoping anyone can help.

I just recently purchased a 3DS XL here in the Philippines along with Pokemon Y.  When starting up the game, it tells me there is an update available, and I proceed to the eshop.  At that point, I get an error 007-2670, which is the eshop is unavailable. Also, when trying to access the internet while playing (for trading or looking up friends on the PSS), it gives me an error 002-0120, saying before I can use this feature I need to update...which I cant do due to the previously stated error.

I'm aware that the eshop is currently undergoing some problems right, maintenance and everything, but I'm just wondering if the eshop is even available in my country, and THATs actually the reason I cant access the shop.

Any responses will be greatly appreciated, thanks guys.

Nintendo doesn't operate in the Philippines. You have no choice except set your 3DS to another country.
